Buff Orpington pullet with puffy tail?

Can someone please tell me what is going on with this pullet's tail feathers? She's almost 4 weeks old.

Nothing, just a chick with a puffy tail.

The lighting isn't good, but from what I can see the comb looks small. That is what to go by when they're young, not the tail.
