Buff Orpington

HELP!!!!!!!!!
We have an 8 bird flock and we need help. In the pics is one of our 13 week old Buffs we are concerned that this my be a rooster.
Can the community help us out and tell us what you think. Where we live we are not allowed to have roosters and if it is we will have to find a home for it. Has anyone ever seen a bird look somewhat like a rooster and still be a hen?
Please let me know what you think this bird is.

I'm not totally sure, but I'm leaning toward rooster. Are his neck feathers pointy?

Yes but most of my mixed flock have somewhat pointy neck feathers. This bits it's the same age as the rest just much bigger and more developed. That is what is putting up the red flag for us. I will post a pic of our other Buff who is the same age.

This guy looks more lean and lanky too - a sign of a cockeral.

I see thin, shiny male saddle feathers coming in on the back near the base of the tail. It's a boy.

First bird is a cockerel, second is a pullet.

roo or pullet? They are about 4 weeks and I'm thinking I can guess who is who!
