Buff Orps Hen or Roo

I have two Buff Orps that are supposed to be the same age ( around 9-10 weeks? maybe a couple weeks older?) but they look very different from each other. Can anyone tell if they are both hens?

I cant have Cockerels where I live. Thanks in any help!

#2 is definitely a little pullet. I think #1 is a cockerel, but not certain. Can you get a side picture? I think I see pointy saddle feathers, but can't tell for sure from the picture.
