Building outside shelter for cold climate

If you can strike the proper balance between good ventilation AND a lack of harmful drafts, I don't think you need insulation. Maybe a layer of thin removable foam on the ceiling, and some seasonal draft stopping, but if the loft is free of drafts where the birds roost such that they can get out of the drafts when they need to, they'll be fine. Pigeons, like most birds, stay warm by insulation of their own feathers, and pigeons specifically can't do this well in any kind of draft because the moving air pushes the warm air insulated in their feathers out and they cannot stay warm.
 
The birds should be fine as long as they are out of the wind and drafts, the low temp should be fine. I have a water "heater"under my water can so it doesn't freeze. And I admit there is a small heater mainly for when I go in to hang out with my birds in the cold. The double wall idea is a good one, I use the pink sheets of foam insulation between the outer wall of the aviary and the fence behind it. The foam is only on the lower half the upper half is the single clear wall, that way there is a temp gradient from floor to ceiling and it won't get too hot or too cold....works for me
