Bulging eye in hatchling

Help.. silkie chick in trouble
has anyone seen/experienced a hatchling with eye bulging like this?
Is this treatable?? Genetic? Due to incubation??
A bit of history.. one of only 2 that hatched from shipped eggs, reputable breeder, temperature and humidity were great for recommendations for dry hatching. Hatched upright, settled for 24 hours after receiving, did not turn for 48 hours after setting in the bator. Hatched on day 21 a bit sticky (its hatchmate hatched a day early with splay leg). 7 of my other personal eggs hatched healthy.
I gently washed it and applied antibiotic ointment. Suggestions...??

I believe it's a hatching deformity. I don't really think there's too much for you to do. I'm not too seasoned so I'm sure someone has better advice but I would just keep it warm and make sure it gets plenty of food and water. Does it act any different from the other chicks?

It is not as active/weaker and smaller in overall size
