Is he attacking them? Are they stressed?
It is best to separate the two species for a while, let them see one another but not be able to get near each other. They will get used to being around each other then you can put them together. The guineas will realise the hens where there first and be less territorial. If the guinea roo is attacking them then I would rehome him.

It is best to keep the species separated and in their own quarters. And yes, the Guineas could be stressing out the hens enough to have them stop laying. So I would build a new coop for the Guineas.

If the Guinea fowl are harassing your RIR, this can absolutely cause them to stop eating. If they are chased away from feed and water, they will not do well. I agree with TwoCrows advice.
