Are you noticing any feather picking or cannibalism occurring at all? Molting is known to cause a deficiency in protein and feathers are made of keratin which is a protein. Therefore, the habit of bullying will generally increase in your flock. What area or part of the world are you located in?
I just believe she is molting, but if you are experiencing any aggressive behavior in your flock, that is probably the reason why. Ok thanks a lotthose tubular looking feathers on your chicken's neck are pen feathers A.K.S. blood feathers and that is how blood feathers look when they are growing in. This is a sure sign of a molt happening.

That's young for a molt...but some that age will do a partial molt their first fall/winter.I'd say about 7-8 months
