Bumblefoot or just a scab

My chickens have had scabs on their feet, I treated it like Bumblefoot and did the removal. There was no kernel or thick scab like Bumblefoot. It healed and The scab has come back and I noticed a couple other chickens have the same scab, no swelling or anything like that. Its not acting like Bumblefoot, Can it just be a scab?

That does look like bumblefoot to me, but I'm no expert and haven't had much experience with bumblefoot.

You think it is Bumblefoot? I have removed the scab once before with no kernel

Yeah but did you slice inward, like it was a pyramid with the scab being the base? Seems like when I was prodding, I could prod into the kernal but then my rooster would wiggle when I got to the skin area.

It was all healthy tissue under the scab.
