Bumblefoot or just a scab

My chickens have had scabs on their feet, I treated it like Bumblefoot and did the removal. There was no kernel or thick scab like Bumblefoot. It healed and The scab has come back and I noticed a couple other chickens have the same scab, no swelling or anything like that. Its not acting like Bumblefoot, Can it just be a scab?

Yeah but did you slice inward, like it was a pyramid with the scab being the base? Seems like when I was prodding, I could prod into the kernal but then my rooster would wiggle when I got to the skin area.
 
Then I suppose just keep an eye on it to make sure they are walking normally and that if there is a kernal surrounded by healthy tissue that there isn't a bump that gets bigger.

Might do some preventative soaks in case that chicken is predisposed to bumblefoot though hopefully it's a one-off.
That’s the thing is that there is no bump or swelling in the feet, just this scab that won’t go away
