I should wrap the foot after the soak? I dont think i have vet wrap.

Yes. Wrap the foot with a drawing salve. If you dont have a drawing slave, than Neosporin will work. Drawing salves or ointment is best since it helps draw the infection out of the foot. Amazon has some.
Do you have any kind of bandage? Try to get a hold of some vet wrap too.

Neosporin after the soak?

I dont think i have any of that unfortunately. We just ran out of Neosporin. should i try and go to the store to go get some??
 
Should i hold her dangling, or should she stand?
I usually let them stand in the water. I've also had success with making a soaking sling.
Using a 5 gallon bucket, I cut tow holes in an old towel to make a sling. Used a bungee cord like a rubberband around the top of the bucket to hold the towel tight across the top. Like this-

I used the same method with the bungee cord to pull the towel tight across the top.
You can fill the bucket with salt and water before hand, but I used our warm water hose to fill it through one of the holes, then added salt.
Simply wrapped the hen in a towel, placed her in the sling and her feet should just hang in the water. Works great!
