Those look like scabs try to see if one of scabs will peel off.
should it does they are not real bad ones. Squeeze it see if a goo comes out.

I'll soak them again tomorrow morning then try removing the scabs

Should I try to wrap them? I think that would be pretty difficult to do because of her webbed feet
