Butchering frostbitten rooster

Our rooster has frostbite, is it safe to eat him, and, if so, how bad does it have to be before I have to butcher him?
 
Unless you want to butcher him for other reasons, frostbite usually isn't a reason to cull. I've seen pics here of birds who have lost a LOT of comb, doesn't effect their lives at all.
 
Yes, he is being kept warm, just the bottom edge is black, culling=last resort. Hope it doesn't get so bad that we have to cut his wattles off

I have had roosters get tips of combs, and edges of wattles get nipped and turn black. They have never had any trouble. How long since he got frostbitten?
