Some use bantam hens. I even read somewhere that bantams had originally been bred for the specific purpose of hatching quail eggs. But chickens can carry diseases that can kill quail, so it doesn't come without a risk. And the hen also needs to be more gentle with quail chicks than she would need to with chicken chicks, so if you are unlucky you might get one that's not gentle and squash the chicks.
