Button Quail Eggs

Chicks usually don't get injured - unless by the adults pecking them. So the cause for a chick to be unable to lift its head is probably either malnourishment, dehydration, having gone too cold for too long or being weak from birth.
So what are you feeding them? It should be a game bird feed with at least 24% protein, and grinded so the chicks can eat it. Does it have a shallow water dish it can reach but can't get wet in and have you seen it using it? Did it seem healthy from hatch, got up and ran about on straight legs like the others?
If none of the answers to these questions offer a clue, it might have just got lost in the cage, unable to get to mum, for so long that it got too weak to keep up. Sometimes this is reversible and with some extra care (feeding from a syringe, additional heat) the chick can get just as healthy as its siblings - sometimes it ends up dead no matter what you do.
