I probably wouldn't want to spend more than $300 if possible, but I want a good one that will last. Around 10 to 20 eggs at a time. As for the involvement I have the time but would rather not turn the eggs by hand, they're so small I'd worry about breaking them!

The King Suro incubates the eggs upright and is the one I have. The other incubates the eggs on their side and is a really nice model.
My favorite incubators are Rcoms. I have the eco model just for hatching and it works great but is entirely manual. I also have the Rcom Max 20 and is an amazing incubator too but it costs much more.

The quail eggs don't always roll very well when on their sides so I mark both sides with and D and N or O or X, something like that; and hand turn them twice a day to make sure.
The King Suro would make sure that they are always getting turned, but the turner makes a clicking sound all the time so I put it somewhere were the noise doesn't bother me at night.
 
May I also suggest a DIY incubator? It takes very few tools and no prior experience with electrical work or any other specialised knowledge. You get far more capacity and equally reliable temperatures for a fraction of the cost.
