ByLaws of My neighborhood. Can I change them? What do you make of them?

Hi, my name is Cole and I really want to raise chickens. This is the bylaw of my neighborhood. What do you take of this? How can I change it? Does this mean I cant have chickens. I only want 3.

"No animals, livestock, or poultry of any kind shall be raised, bred, or kept on any lot, except that dogs, cats, or other household pets may be kept; providing they are not kept, bred, or maintained for commercial purposes. "

I wont use them for commercial purposes :)

That does mean that you may not have chickens. Only dogs, cats, and other standard house pets.

The commercial purposes part means that you may not breed dogs, cats or other household animals on your property as well.

Is it a HOA? Or a city regulation?
 
Its not an HOA or city regulation, Im not really sure what it is. When my neighborhood was being built we were given these when we built our house.
 
Does the packet have any other information in it? Growing up in our neighborhood chickens were not allowed however a neighbor did keep some and no issues every arose. Helped that no roosters where kept. To get those laws changed you need to figure out who set up those "bylaws", talk to other neighbors and feel out how they would feel about chickens etc. Not sure how long ago your neighborhood was build but you can always go back to the builder and ask who set up the packet and that would give you a starting point of whom to contact. I know what those are. I have no HOA as well. However the Realtor that was selling and advertising the lots made some rules like the ones you stated. It also had were a couple of our lots can keep horses as well..

I go by county ordinances since i have no HOA and my county says I can have chickens provided they stay on my own property and I abide by a noise ordinance..No one in my neighborhood follows what that Realtor set up seriously There are chicken tractors and coops throughout my neighborhood. Someone even has a goat and another a lamb. According to my code department. The "rules" the Realtor wrote up are not enforceable as long as we are to code. SO follow codes zoning division rules.
 
My neighbors are like the Hatfield's and Maccoys and are always suing each other over these rules, I might be moving so I will choose somewhere out in the country or at least try to convince my parents to. I am 13
