Call duck looks like it is lacking in good food and overall care

I read your story whenever you first posted it & then I couldn't remember where to find it, but a member suggested that i look under "tight bands" & I found it. I was so appauled to hear about how he was whenever he was sold to you!! Is the seller a "regular" seller of ducks,chickens, animals? and can he be fined?
