I had Ducklings that lose the down before feathers come in and I think it's temperature that can cause them to look pretty shabby..

Yes I think outside temps and boredom.. They lose the down and look rather ugly before the feathers come in. Always seems to be butts and necks..

I see it more here probably because I raise mine later in the season than when it's hot out. I also see it more on those poopy butt ones.

I had poopy butts when it was too cold here in Chicks ..Hot weather my Ducklings loose down quickly before feathers..
