I just sprayed from top and side. They eat entire stems and leaves. Even on cabbage family plants, I don’t try to get underneath. They are bound to come in contact with the bacteria, and get infected, it seems to work fine.@SueT Did you target the underside of the leaves or just spray the whole plant from the sides and top?
