It can be true but it's not a 100%foolproof thing. That's a cockerel. Hens dont crow (ones who do are very rare and usually will never give eggs because of a hormonal issue) especially not at 4 weeks.

Holy WOW! He is an early one!

The feather sexing works ONLY for specific breeds and ONLY if the breeder continues to breed for that trait. Hatcheries won't do that and very very few breeders do.
