Can a hen crow and what breed is she??

Australorp x. She has the wrong eye colour and her tail seems a little longer.

She may be an Aussie cross, but definitely not a pure or hatchery stock.

Her eyes are the wrong color, as previously mentioned, and her tail is very strange.

She looks to be an australorp. Hatchery or backyard stock do not necessarily conform to all the details of the standard; that does not mean that they are not the breed, just means that they are lower quality as compared to the standard for exhibition. Kind of like a pet (name your breed) dog likely does not conform well to the AKC, UKC or breed club standard.

Hens can and do crow, but it is not common or usual. That said, I know of a number of people that have hens that crow. One of my first silkies crowed on occasions; not regularly, but occasionally.
