Can anyone explain

These 2 were hatched on the same day. As you can see, his cone and waddle are grown and have been for a while. They are 16 weeks old this Thursday. They both have the same dad and all my females are Rhode Island Reds. And Mr. Roo has not tried to ride her but he does 2 of my other hens but he's also scared of 2 others. Does anyone have any idea and will hers ever be grown or is this it?

hers will grow and redden a bit; cockerels mature faster than pullets, and she still has some way to go (so does he, but he's further along).
