Can anyone help identify this on my Silkie Rooster?

We noticed that he was losing feathers around his neck the other day and have been watching it. It doesn't seem to be getting worse but it doesn't seem to be getting better either. Has anyone had this problem before? What is it and how can we treat it so that he grows his feathers back? He is in a coop with 3 hens. None of them are showing any problems.

Can you clean the area and apply some neosporin on it, apply a thin layer with a cotton swab. See if that helps. Apply it each day and see if it's getting better.
