can cochins be sparsly feathered?

I just adopted three "cochins", two look just like the photos on your website for the breed, and the other is the same small stature, but doesn't have the fluffy feathers, feathers on the feet, or lots of feathers on the head. Thoughts? I will post a pic when it stops raining outside
