Can coyotes dig all the way to the bottom of a cinder block wall. We believe ours could be as deep as 18" inches in the ground.

How tall is the wall? I think you’d have more danger of them going over. They sell coyote rollers just for that situation.

I noticed our over the wall neighbors have sheds close to the walls where a coyote could get up on and clear jump into our yard, so rollers wouldn't work for us. But thanks for the idea.
