Can ducklings change their sex or become quiet?

I have two cayuga ducklings that were vent sexed as females. At 4 weeks old they both started honking/quacking. They are now 6 weeks and one is staying smaller than the other and super noisy with the honking, but the other one is almost doubled in size and is now quiet and peeping. Should I assume the larger one is male even though it has stopped honking or is it just a fluke that it might be a quiet female? The larger "female" is now making peeping noises like my males that are a week younger, and they have not developed any raspy quacks yet.
 
With ducks the females quack and the males have a raspy whisper, as ducklings they sound the same and they grow the same. If you have one not growing its failing the thrive for some reason.

Mine are growing. One was honking at 4 weeks and has just gone silent. I thought for sure it was a female, and it was vent sexed female. But it has ceased honking and does not have any sort of raspy quack either.

Some are just quiet, between 6-10 weeks their voice changes from a peep to a quack, Ive had some only quack when I grab them
 
My for sure female has been honking since 4 weeks, and so was this duck that I am asking about. But this one duck just make no noise anymore at all. My males still peep though.
