I put some Udder Balm on a gosling who's sibling keeps tugging at the down, so far it's detered it when it tries but I'm worried for the one that has it.

Will it prevent from preening itself? I know it has wax and the clove scent they don't seem to like, it also has 8-hydroxyqouline in it which I assume is medicated?

I also have BlueKote but wasn't sure if that'd work or if it'd be all right for it to eat it/preen

What are the ingredients listed?

BluKote is perfectly fine to use and is a commonly used deterrent for those with goslings that also like to chew on their buddies so if you’re unsure about the udder balm it’s fine to use the blue.

It has wax, clove, 8-hydroxyqouline and liolin

I did try the BlueKote but it didn't work, at least not long term. It's still plucking out down and now going after the preen gland

I think the balm might be fine, try that. Hopefully it will work.

You can also try giving a stuffed animal to them as an alternative object to abuse rather than each other. Sometimes it works but is no guarantee.
