Can he eat?

So I have this rooster we just got who has a BAD overgrown beak and I'm worried he can't eat because not only does he have an overgrown beak there seems to be a small bump on his overgrown beak (the top part) and I don't know if he can eat. Also how to fix his beak? Thanks for any advice you can give I'm new to overgrown beaks

in the mean time give him a deep dish to eat from that should make it easier for him to get bites.
