Can I cut the Spurs off a rooster?

Don't cut them, you can simply grab them with pliers and using a pull/twist motion you can remove the hard part... Google up some videos...

You could maybe try putting him in his place by asserting your dominance over him as a means of providing greater security from being injured. There are a number of threads about this subject - just use the search bar. Off the top of my head, ways to assert dominance include:

Never letting him mate when you are there (kick / push him off the chicken)
If he crows when you are there - chase him and shout at him
Never walk around him - walk through him (i.e. he must get out of your way)
Prevent him from feeding for a short time (whilst others are feeding)

I've had success with the above as well as using a pressurised plant sprayer. Every day i would ensure that he kept well away from me by giving him a quick squirt - after a while he would run away from me and never bothered me. He went in the stew pot last week as i no longer have a use for him, but it worked for me.
