Can I feed this to my adult laying birds?

Is that the feed as it arrives? Birds will pick out the tastiest bits and leave the rest, and the vitamin/mineral mix will settle out at the bottom, not stay mixed well with the grains. There's a very good reason why feeds are ground up together, to prevent these issues. Mary

Doesn't look like a good feed to me - given the ingredients I have a hard time believing it's going to be nutritionally complete (in addition to the fact that the chickens will pick through it). Can they give you a guaranteed analysis?

You would have to see an analysis to know if it's a balanced product or not. On the surface, it is probably deficient in protein. The minerals would also need to be in a pellet form or they will just sift to the bottom of the bag and not be eaten in appropriate amounts with the grains. I have a local mill that makes a similar product marketed to non laying fowl and my guys love it. I think it would make a good product to ferment (less apt to pick out the good parts).
