Can I have a dairy goat in the city?

I have chickens already and I want a dairy goat for milk butter and cheese. I live right off the Spokane River between Trent and Mission on Hogan which is one dirt road off the river and the street is two blocks long. There is some industry too so it is not very populated. The lots are large and my neighbor has a pasture?

They're herd animals....so you need two. Goats become very stressed when kept alone. And loud.
