I know this is an apples to oranges comparison but when we changed propane companies the new company hauled the old rented tank out to the end of our driveway, alongside of the road. After 6 months of calling the old propane company asking them to please pick up their tank I called one more time. I stated that I have a can of spray paint and am going to paint 'Free to Good Home' on their tank. They drove a truck right out and got the tank. Maybe a 'Free, You Haul' sign might make the problem go away.

I would have just called the cops and had the vehicle towed, told them I didn't know whose it was and let them deal with it.
