Can I let my 3 week old chicks explore the coop when it’s cold outside?

Well it’s time to identify breeds!
I do need your help however. I’m pretty sure these guys are mutts though. I did use google photos and was able to determine the left one is a arucana Cochin hybrid. I am starting to thing this guys a roo though.

The one on the right looks like an amurcana, but I’m not entirely sure. It has a yellow comb.
Also I did notice that they’re hopping around a lot and trying to jump out of the brooder, I took them outside already but I don’t know when I can do it again because of how cold it is, also today we got rain all day too.

juvenile plumage is not the same as adult plumage. Wait till they have their adult plumage before trying to match them to breeds. Shank colour can also change up to about 12 weeks if my memory serves correctly.
