Can I raise bobwhites In CA without permit

Hi, I read the CA game breeders laws and I saw nothing against bobwhite without a permit, can I raise them in ca without a permit.

Do an on site search on 'California bob white keeping permits' or a google search - apparently a permit is necessary. There is a BYC thread, but I am a techno illiterate and unable to provide the link.
