California Permit For Quail

I have been working on researching quail. I live in Southern California and read a permit may be required.
I have chickens, ducks and geese. No permit is required for them and I live in an area where I can have almost whatever I want.
The wording on the wildlife website makes it sound like the permit for owning them is only required for breeds native to California. Am I understanding and reading that correctly?

For example: I came have Celadon quail without a permit?

You do not need a permit to keep coturnix quail in CA. Celadon are coturnix quail that lay blue eggs, so you don't need a permit for them either.

Check with your city, however, to see if they have a number limit.
