Can I ship quail eggs out of state without some kind of license if not what licensing do I need? I googled it but it seemed sorta vague to me about licensing for that kind of thing in Oregon
 
I'm sure if they're sold on eBay and you don't post about it on social media you can likely avoid a lot of red tape (assuming you aren't making a lot of profit). Sorry to sound so sketchy, but if you don't make enough from the sales to report on your taxes, I don't see the harm. It's like a classic American under-the-table job.

We are taxed and the buyer is taxed. I sell 6 Fertile Eggs at a time and I will get a statement at years end. I just put my NPIP number on the box just in case.

In addition to the NPIP others have mentioned to legally ship hatching eggs across state lines, in most cases a vetrinary health certificate within the last 30 days is valid substitute for import to most states.. you would wanna check the state laws where you're shipping to.
