Can I "Snip" Cull at 1 week old (Quail)

Quail grow pretty fast so I was wondering if I can do the "snip" on its head at this point or if I have to do it another way

I use shears on all quail that I cull, no matter what the age.

Yeah, even adult quail have pretty small necks.
