Can I use this for heat?

I recently got a seed starting kit that included this heating pad. I don't plan on doing seeds yet.
I was curious if I could use this for keeping chicks warm in their brooder??
Anytime I use a heating pad/mat, I usually wrap a blanket over it before I throw bedding on top.

in my experience, seedling mats are not warm enough… but it depends on you location and climate. I use this :
