Can my Cockerel Fertilize Eggs Yet?

I have seen my 17 week old cockerel attempt to impress hens with the wing dance, but haven't seen any successful matings yet. If he is able to mate, would the hen be fertilized, or is he too young still? He is the only male I have at the moment with a flock of seven ladies. Three of them are also his age, 17 weeks, and four are three years old.
 
That's a bit young..they can have "fertility" issues. Plus ummm they're "technique" isn't down yet. And sometimes they get rough with the hens.

When he gets his technique right, you should get fertile eggs.

If a cockerel is not mature enough to produce viable sperm, he is usually too immature to attempt mating. So when he does mate, it's a pretty good sign that he is old enough.
