Can regular size rooster mate with bantam hen?

When chickens mate the hen squats. That gets her body onto the ground so the rooster's weight goes through her body into the ground instead of through her legs. That's nature's way of protecting the hens as in most breeds the rooster is heavier than the hen. One or two pounds difference is nothing to worry about.

The more difference there is in weight the higher the risk. He is standing on her back after all with his weight going into her through his feet. Many people have flocks with full sized roosters and bantam hens without a problem. Many many people. But occasionally you read about a problem with it. Not that often but it can and does happen. I can't tell you that you will definitely not have any problems but unless you have a really large breed of rooster and a fairly small bantam your odds are pretty good. Just pay attention.
