This rooster rear is red and no feathers and his chest is red as well. Can someone identify what is going on and possible treatment?

Looks like feather picking to me. How much coop and run space do you have? How many other chickens are there?
Do you see any mice or lice?

He has a lot of run space with six other hens. I apologize I would post a picture but it’s my friends coop and I’m not there right now . I did not see any mice or lice. My friend said that he did see some black bugs on the outside of the coop door but that was on the side the chickens do not have assess too or cannot be around due to their run not being in that area ( sorry I hope that makes sense ).

What's the birds diet? I'd recommend your friend get a feed that's at least 18% protein, then clean out the coop, dust with permethrine poultry dust then replace all the litter abs nest box material with new stuff
