Can someone tell me what is wrong with my 2 month old chick?

The other chicks do not pick on her. She lost her fuzz and never got her feathers as well as being quite a bit smaller than the others.

Do you know the breed? There is a breed that doesn't have neck feathers but they are pretty rare I think. They are called Naked Necks or Turkens. Hard to tell from the picture if that's what it is. What are they being fed?

She is a golden laced Wyandotte. About 2 months old. I just moved them onto the starter grower I alternate the agway and dumor brands

The top of her wings are sparse feathers as well as her bottom compared to the rest
