Can they be slightly frizzled?

    From what I understand, frizzles are more or less a mutation correct? So then is it possible to have a bird that is only partly frizzled? My four week old BR, Zorro, always has a windblown look about him. He's looked much more textured than the rest of them from the time he started feathering. I thought he would grow out it but it doesn't seem to be going away. He's always been a much lighter color as well.
