can this hen lay fertillized eggs if a rooster breed her ??

I looked at the photo again (which I did not pay much attention to at first), and agree with Bryam. She is an older hen that has either been picked on by other hens or just bred quite a bit by a roo or roos. I would recommend supplementing her diet with some dry cat food (30% or higher in protein) to help with her plumage and general condition. Mine love it. Someone recommended it on here, and I have been feeding it as a treat, and my birds have never looked better.
 
I see a lot of these chickens of this breed at small animal swap meets and auctions. I was talking to gentlemen that had some and they came from egg production facilities Most are about 14 - 16 months old and are usually gotten rid of before they start a molt and production drops off. I have a few of these and they will lay fertile eggs with a rooster.

I couldn't see good pic of beak but most that have come out of production facilities will have been debeaked cause of confinement.
 
A really nice recovery feed I have used is a mixture of Cat food, and cracked corn, ground up. Lots of calories, protiens and some fats really helps struggling birds.
 
yeah its a laying hen you got the some like mine did you make your eggs hatch or you eat them
