Yes its ment to be a full polish but you never know if it got in with anything else.
I cant keep cockerels where I live.how old are they when they start to crow?

My boys crest came in very tall like yours. The girls I have their crests came in sort of a donut shape. And the crest's feathers look very slim and pointy. I would guess boy.
