Can you suggest a quiet, friendly breed to a newbie?

My suggestion is for BO, Silkies or Milles.

Buff Orpingtons, Australorps, or Silkies. The Buffs just get fat and happy and enjoy people. The Australorps are the Australian breed from Orpington stock. Mine are very friendly and several hop up to sit on my lap or come running to me when I walk into the run. Their feathers are very soft and they are docile. The silkies are adorable and their feathers stay soft like down even when they are adults. They are cute and like to be busy pecking around.

All three of the breeds above are sweet natured, friendly, and beautiful. Of course most of it has to do with you. If you pick them up and gently pet them everyday, they learn that you are not a predator and that you won't hurt them.

As they get older by several months you can start giving them nutritious treats or hold a bunch of carrot greens for them to peck at. They then learn that you might have something good to eat too.

I'd say cochins- start with banties if you're not sure. Sussex are good too- very pretty and excellent layers. I have Orps- and I LOVE them- but they are LOUD. Yap yap yap all day long- especially if they aren't free-ranging that day. (we rotate the free-ranging so the banties can get out once in a while too)
 
Buf orp, or australops- the roosters may talk once a week and super sweet birds. plus many other good breeds,
sebrights and a lot of bantams will talk a lot and your neighbor wont like them, they are pretty thou.

Are you just looking for eggs and nice birds?

almost every hen will make a Im so proud I just layed an egg song, but its cute and not anoying

Most hens are pretty quiet. Most roosters are very noisy. If you are concerned about noise, do NOT have a rooster! LOL He WILL crow several times a day.
 
Orphington hens are a good starter. Roo's just like any can get a little cranky but the hens are darlings

My kids pick up my Orphington hens and they will eat out of your hand.
