The air sac should have increased to about 1/4 the volume of the egg by day 18 - but then there are many variables that can affect that, too ( humidity, shell thickness, etc)

No I had three that I left in til day 13 or 14 that were not fertile. They did not develop an air sac. so the air sac does tell you that at least at one point they were developing.
