Can't open wing

Hi, we hatched some pekins just over two weeks ago, the last to hatch started off badly with the left eye not opening properly and it walking backwards and in circles. It can now eat, drink, poop OK but the eye weeps and is closed at times also the left wing cannot open properly and flap. It's also a bit smaller than the other two. Any ideas of what it can be? Is there anything I can do?
