Cant tell Rooster or Hen??

Ok so I am having a heck of a time trying to figure out if our chicken Dusty is a hen or a rooster. He/she was hatched on May 20th so is 4 months old but I cant figure it out. Doesnt act like a rooster, is very shy and doesnt like to be touched except when I make my voice low and calm and slowly try to touch him. I thought it was a rooster, it grew up big legs, big body, but theres no tail! I would have thought something by now of a tail but nope. It's already the same size as my 1 year old hens. Its comb is reddish but not overly so in comparison to its hatch mates that I knew were roosters. Please let me know what you think. I would think hen except for it was huge in comparison to the others I knew were hens.

I got fertilized eggs from a friend of mine. The father I know was an English Orpington but could have been any number of different mother. I dont know if she has any Jersey Giant Hens but it's possible. Dusty was different from all the other chicks except one that I knew was a rooster. He developed the long tail feathers but this one didnt he also was more aggressive and would hop on the females, this one doesnt. This one kinda looks like it's got no butt lol. It's got some pointy feathers but so do some of my orpington hens so I'm not sure. But it's different from the hens I had in the batch because of its size. Can a rooster look and act like a hen??
