CASH is POWER! But.......

The US Mint actually makes money by issuing so many "special" coins like Silver Eagles,gold commemoratives,etc! The whole stink about pennies is over merchants having to round up or down to the nearest nickle. Consumers don't like the round up and merchants don't like the round down! The dollar coin makes sense from a longevity standpoint, but no one(consumers or merchants) like them.
You need to tell me how they can make money at that.

By selling "special" coins? The Mint sells them above market price for the metal. Collectors buy them for resale. Even the dollar coins thru the mint will cost more than a dollar per coin. A roll of dollar coins will cost $20 bucks at the bank,but won't be graded BU. A roll from the Mint costs $30 bucks,but will be BU. The brilliant uncirculated status means a lot to a coin collector.
